Job Description: Project Manager

780 Pay Group: 7 EEOC Category: FLSA: Non-Exempt Summary of Position As a key member of the Public Works team, the Project Manager reports to the Public Works Director.
The Project Manager conducts a variety of construction inspection activities of capital improvement and private development projects, primarily focused on compliance of public water, sanitary sewer, natural gas, street, and drainage infrastructure with approved plans, specifications, and federal, state and City standards.
Essential Duties and Responsibilities The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.

Reviews plans, specifications, and sites for construction projects.
Inspects the construction of street improvements (i.
e.
, paving, curb and gutter, sidewalk, etc.
), bridges, storm drains and boxes, underground utility systems including lift stations, reservoirs, pressure stations, force mains, parks, grading, and private street systems.
Maintains Water and Wastewater Treatment licenses from the Texas Commission on Environmental Quality (class B preferred), Qualifications in Natural Gas, and OQ for Pipeline Pressure Tests to supervise or perform final tie-ins to the existing system.
Inspects pipe laying for alignment, grade, jointing, fittings, materials, and plan compliance.
Inspects subgrade and roadway base for compaction, alignment, grades, and materials.
Reviews product submittals, testing reports, video inspections, detour plans, haul routes, and erosion control plans.
Inspects grading, fine grading, and irrigation systems.
Enforces ordinances pertaining to the right- of way- and construction permits, dust control, erosion control, stormwater quality, grading, and public improvements.
Keeps miscellaneous records, maintains logs and as-built records, and prepares reports as needed.
Reviews and makes recommendations on special construction issues and site conditions.
Schedules and plans for construction survey, soil and construction material testing, and other services or materials; conducts a variety of tests on new facilities.
Schedules and coordinates shutdowns of City facilities affected by connections of new facilities; ensures all facets of shutdown and connections comply with City Standards and Specifications and approved plans.
Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies, and the general public; answers citizen complaints and requests for information.
Performs Utility Investigations to locate utilities requested by contractors, private builders, and homeowners.
Performs Pipeline Pressure Test for new gas tie-ins and yard line replacements.
Performs related duties as required.

Judge the quality of materials and methods of workmanship in relation to requirements.
Determine if construction systems conform to City code requirements.
Detect deviations from plans, regulations, and standard construction practices.
Perform mathematical computations such as slopes, grades, etc.

Required Qualifications Education High School Diploma or GED required and at least three (3) years of experience in water and wastewater treatment (water and wastewater construction experience desirable) or its equivalent, plus college, trade, or technical school course work in water, wastewater, or natural gas utilities systems; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Understanding of municipal government is highly preferred.
Must be able to pass a background check and drug screen.
Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above-specified education and experience requirements.
Licenses, Certifications & Special Requirements Appropriate Texas driver's license; Class B Certification in Water and Wastewater Treatment from the Texas Commission on Environmental Quality; Qualifications in Natural Gas, OQ for Pipeline Pressure Test.
Texas Class C driver’s license with a good driving record or ability to obtain the license within the timeframe set by the department.
