34 monthly Job Location College Station, Texas Job Type Staff Job Description General Summary: The Director of Facilities, Maintenance, and Construction is responsible for oversight of the maintenance and construction projects for the Brayton Fire Training Field (which includes 297 acres and approximately $450 million of fire training props) and the Center for Marine Training & Safety, located in Galveston.
Responsible for administering a masterplan for the facilities and usage.
Duties include analysis of training facilities and program needs based on customer and program input, developing plans and estimates, presenting those plans to the Sr.
Management Team, and ensuring the plans are implemented as approved.
Responsible for supervising the Manager of Facilities Maintenance and Construction, Facilities Coordinators and assigned administrative support staff.
Collaborates with Agency Facilities and Construction Director (In accordance with Agency goals and initiatives to support TEEX’s World Class Facilities).
This position reports to the Associate Division Director.
Required Qualifications: Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience.
Ten years of related experience in management including at least five years in facilities management, maintenance and/or construction project management.
Other requirements: Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
Preferred Qualifications: Master's Degree/MBA from an accredited college or university.
Five years of experience supervising personnel.
Three years of proven experience in developing and implementing Program plans and deliverables.
History of progressive leadership/management responsibilities.
Five years of maintenance, repair, building trades or construction experience to include any combination of the following: welding, pipefitting, plumbing, concrete, basic electrical, carpentry, painting equipment, heavy equipment operation and use of hand/power tools.
Experience in facilities management.
Knowledge Skills & Abilities: Knowledge of construction and maintenance principles, materials, supplies, tools, and equipment.
Knowledge of safe operation concepts of mechanical equipment (backhoe, Bobcat, Forklift, Material Handler, Manlift, Crane and various types of vehicles).
Must be mechanically inclined and understand basic principles in accomplishing welding, pipe fitting, carpentry, basic electrical, operate hand & power tools.
Excellent small group facilitation and team-building skills.
Skilled at transforming strategic concepts into implementation plans.
Ability to develop, implement and maintain program plans.
Ability to manage multiple projects within predetermined timelines and budgets.
Ability to effectively interact with senior emergency response personnel and chief elected officials.
Strong interpersonal skills and ability to communicate effectively both.
Strong computer skills with knowledge of basic office software and CMMS programs.
Ability to work in a large, fast-paced, stressful program environment.
Skilled in monitoring/assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.
Ability to interact with internal and external customers positively and professionally in accordance with TEEX Code of Conduct, Mission, Vision, and Values.
Knowledge of principles and methods for coaching and mentoring individuals and groups.
Skilled in utilizing various learning and active listening strategies.
Knowledge of OSHA standards and regulations within the Construction and General Industry Notifications: This position is security sensitive.
This position may require work beyond normal office hours and/or work on weekends.
This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
This position directs or evaluates the work of others.
Beards, sideburns, or mustaches must not exceed 2" in length.
Shaving of the entire sealing surface area of a respirator will be required for respirator annual fit testing and immediately upon assignment of a task requiring the use of a respirator.
The requirement to shave will not be a valid reason to request the task be assigned to a coworker.
Refusal to shave immediately upon the assignment of a task requiring the use of a respirator will result in disciplinary action.
Must comply with OSHA / NFPA standards, ESTI Respirator Protection Program related to the proper wearing of respirators.
Physical Requirements: Ability to lift and/or move up to light, moderate, and/or heavy objects, work in adverse conditions, standing, walking, sitting, climbing, bending/stooping, kneeling/squatting, reaching, talking, hearing, lifting, carrying, push/pulling heavy objects.
Maintains necessary physical abilities to perform required job functions.
Essential Duties, Tasks, & Percentages: Program Management - 40% Assists in the development of the masterplan for the facilities and usage to include the planning, design, and oversight of projects.
Responsible for conducting analysis of the training facility and program needs based on customer and program input, developing plans and estimates based on input provided, presenting those plans to the Sr.
Management Team, and ensuring the plans are implemented as approved.
Directs the preparation of all construction estimates.
Oversees the development of project plans to include project scope, budgets, detailed cost estimates for material and labor.
Personnel Management - 30% Provides oversight and guidance for their direct reports.
Holds meetings with direct reports where objectives, goals, changes are clearly communicated.
Manages personnel's professional development needs.
Provides staff opportunities to attend training.
Completes semi-annual and annual performance evaluations of staff.
Supports staffing needs through interviewing, hiring recommendations and HR interaction.
Coaches, Mentors, Encourages and Disciplines Staff as needed.
Financial Management - 20% Ensures that all purchases meet with our mission and are necessary in nature for the continuance of our operations and service of our customer base.
Follows established guidelines for purchasing, inventory control, travel, and other requirements.
Administers an operational budget.
Makes presentations to Sr.
Management Team regarding projected costs and timelines.
Other Duties - 10% Supports other ESTI programs as needed.
Serves on TEEX and ESTI committees/teams as needed.
Participates in professional development programs.
Attends conferences, workshops, and other required marketing initiatives.
Performs other duties as assigned.
